Following the long term experience of the Capital City of Warsaw in the implementation of participatory projects, the University of Warsaw has launched a pilot call for projects under the participatory budget (BP) as of 13th of October 2017. The role of our unit was to prepare an IT system for BP’s needs.
BP is a process in which every student (i.e. a student, researcher or administration employee of the University) can co-decide on the allocation of a part of the University budget. The proposed projects may be subject to a variety of themes, but it is crucial that the ideas behind meet the needs of the entire academic community. An example would be the purchase of bicycle racks or benches on the campus.
The proposed project must be in accordance with the law, the mission and the statute of the University of Warsaw and should take the technical conditions into account, be technically feasible and open to the public. Its cost cannot exceed 150.000 PLN and the execution time cannot be longer than a year. In addition, the project must be supported by at least ten persons (including at least three out of your unit).
The members of the UW community may not only submit their projects, but also participate in voting. They can comment, suggest changes in order to shape the final version of the proposal. For this purpose COME UW has prepared and launched the portal http://partycypacyjny.uw.edu.pl/ enriched by an interactive mechanism.
On the website mentioned above there is also information given about the formal and technical requirements that need to be considered when designing a project (eg. terrain maps, guidelines of the Monument Conservator, University of Warsaw Strategy) and other details that, we hope, will encourage you to actively engage into this new University venture. The project is led by prof. Anna Giza-Poleszczuk, Vice-Rector for Development, supported by: the Office of University Advancement, the Promotion Office and COME UW. A working group consisting of students, doctoral students and administrative and scientific staff of the University participated in the drafting of the participatory budget.
